A facility is rarely "secure" or "insecure" — it sits at a tier, and the useful questions are which tier you're on and what it takes to climb. This guide sets out three: Good, Better, and Best, defined not by how much you spend but by what each tier actually removes as a risk.
There's a twist at the top that most grading skips. Moving from Good to Better is about adding protection you're missing. Moving to Best is different — it's about removing an attack surface the lower tiers still carry, which is often cheaper than the upgrade operators expect.

Why "levels," not a checklist
A checklist tells you what exists. It doesn't tell you whether your site is behind or ahead, or what the next worthwhile move is. Operators don't experience security as twenty independent boxes — they experience it as a general standing, and they want to know how to raise it without gold-plating one corner while another stays open.
That's what a levels model does. Each tier is a coherent package across four dimensions at once — site and gate, surveillance, the unit lock, and process — so you're never strong on cameras and weak on credentials by accident. You locate the whole facility, then climb as one.

Good — the deterrence tier
A Good facility is not a negligent one. It has the visible barriers that turn away the opportunist: a real fence, gate access that only opens to a tenant's own code, cameras on the main routes, and a decent lock on each unit door. Someone is accountable for security rather than nobody.
This tier does its job against the casual attempt — the person testing whether a gate drifts open or a unit sits unlocked. What it can't do is tell you what happened. Coverage has gaps, entries aren't firmly tied to identities, and the unit lock is only as good as the tenant's choice. Good is a floor to stand on, not a ceiling to stop at.
Better — the detection and control tier
A Better facility closes the "what happened" gap. Camera coverage is complete enough to identify a vehicle and a plate, and someone reviews it on a defined schedule rather than only after an incident. Every gate entry is logged against a specific credential, so access has a name attached.
Control tightens on the process side too: a departing tenant's code dies the same day, an overlock procedure for delinquent units is written down and followed, and lighting leaves no dark corridors. This is the tier most well-run facilities aspire to, and for many sites it is the right, proportionate standard. The unit lock, however, is usually still a conventional one — and that is the surface the top tier addresses.
Best — the elimination tier
The Best tier does something the other two don't: instead of adding another layer over the unit lock, it removes the lock's own attack surface. A conventional lock carries two liabilities built into how it works — a keyhole that can be drilled and a key that can be copied. The top tier takes both off the table.

• Keyless has a real trade-off. The person opening the unit needs a phone at the door — there is no remote or key-based fallback.
Best is a fully realised unit-lock dimension on top of a Better-tier site, not a substitute for the rest of the ladder.
How to move up a tier
Climbing is not about spending more evenly across everything. It's about finding your weakest dimension and lifting it to match the others, because your true tier is set by that gap.
• Good → Better is an addition play: fill the missing layer. Usually that's surveillance that can actually identify, plus credential discipline (same-day revocation, logged entries). The site already exists; you're making it accountable.
• Better → Best is a subtraction play, and it surprises people on cost. You are not buying a harder padlock — you're removing the keyhole-and-key surface from the unit-lock dimension. On a retrofit that can be a unit-by-unit lock swap rather than a facility project, which is why the top tier is often nearer than operators assume.

The limits of a security-level model
A ladder is a tool for locating and improving, not a certificate. No tier makes a facility "unbreakable," and no honest vendor — us included — can hand you a break-in rate for a given tier, because the data to support one doesn't exist in any verifiable form.
Treat the levels as a way to find your weakest dimension and act on it, in order. A facility that reaches Best on its unit locks while leaving a Good-tier fence hasn't reached Best — it has a strong Ring 4 sitting on a weak perimeter.
